No technology is fully effective without corporate policies to back it up. If you choose the full lock-down approach, the implied policy is that users can't load their own software. With modified lockdown, employees can only load software for business use. With the more user privileges option, stress that downloading software is permissible, but that the company reserves the right to make sure system integrity is not being compromised.
